Current Scribes Caste Dispute Process
The High Council and Judges of the Blue Caste are not, generally speaking, in the business of adjudicating city matters. It is our belief that disputes or complaints outside of solely caste issues, should first be taken to the Magistrate or Council of Captains. Should that matter be decided by the Council of Captains or Magistrate that the scribe is indeed guilty AND that the Council of Captains or Magistrate further believes that the matter was terrible enough to warrant caste status being stripped or limited by the caste, the Council of Captains or Magistrate can make that recommendation but caste status can only be stripped by a majority vote of the Caste of Scribes.
Should a scribe fall under the purview of the Magistrate of the City or the Council of Captains in non caste matters, the Caste Council will review submitted documents and decide if they will entertain the matter. If the Council feels it warranted, they will refer the matter to Caste Judges or the Caste Quorum for further consideration.
Accused scribes have the right to represent themselves or have a magistrate represent them during any caste trial. A scribe's failure to procure represenation will not affect a trial's outcome. The only recourse of the Scribe' Caste of Port Kar is to strip a scribe of caste status or limit the practice of a scribe for a prescribed amount of time. All other consequences (imprisonment, etc.) must be decided strictly by the Council of Captains.
The decision of the quorum may be appealed by the accused. To do so, they may request a calling of the caste to uphold or overturn the decision. The accused may file one appeal with in two weeks of the qourums decission. If the Caste upholds their decision, the verdict stands. In the event it is deemed that the accuser acted without good faith or in malice, they will automatically be brought up in an inquiry to answer for their actions.
OOC Note: The High Council, and Caste Judges will not participate in drama unrelated to caste business. If a complaint is made to the caste, it must be a matter of malpractice regarding scribe duties or behavior so terrible and egregious as to smear the entire reputation of the caste as a whole. Other matters will be handled by the parties and cities involved without the intervention of the Caste leadership.
