Reminder:  This information is kept under constant guard.  Any Scribe caught distributing this information outside of the Caste (or giving this information to anyone outside the Caste, or crossing this information from your scribe character to any other character you may mun in Port Kar) will be found in Contempt of Caste and appropriate action will be taken.
 
" I have known extremely intelligent men on Gor, incidentally, who could not read. Illiteracy, or, more kindly, an inability to read and write, is not taken on Gor as a mark of stupidity. These things tend rather, in many cases, to be associated with the caste structure and cultural traditions. 1. The Port Kar Blue Caste is a group devoted to learning and sharing the knowledge of Gor among all peoples of Port Kar. We are a self-governing group, answerable in caste matters to no other body.

 

2. Caste business is a private matter restricted to caste members, as is common in any and all castes of Gor. Any member of the Blue Caste caught discussing caste business with or in the presence of non caste members, or who shares caste scrolls or documents with non caste members will be brought before an inquiry not a special vote or a Caste Council vote. If found guilty of violating Caste privacy by the inquiry the accused could face suspension or expulsion as per the findings of the Caste Quorum.

 

3. All applicants and registered members must be sworn citizens of Port Kar with date of swearing provided to the Council.

 

4. The Blue Caste Council consists of the First, Second, and Third Chairs and serves as the governing body of the Caste. In addition, it is recognized that the Council of Captains has the right to hire any registered Scribe to serve as CoC Scribe, Swearing-in Scribe, and City Scribe of Port Kar. The Caste itself will appoint a Caste scribe. The Caste recognizes that with both city positions as well as those within the Caste itself, no scribe should be penalized for serving both Caste and City. The Caste will not in any way discourage nor prohibit a Scribe from holding an elected seat within the Caste as well as within the city of Port Kar concurrently. 

 

5. All active registered caste members will be given one vote on caste matters and my have only one screen name registered to this caste.

a) All registered scribes must be active screen names, delete/restore names are unacceptable. 

b) If a scribe sends word they are traveling, and requesting inactive, they will remain as inactive until they send word they have returned. Being on inactive, you will still recieve scrolls at your home. 

c) Scribes who are returning to the caste from retirement do not need to re-apply but must read the current caste guidelines and policies and will not be allowed to vote their first meeting back. 

d) Failure to be attend three consecutive caste meetings will place the Scribe as inactive. The Caste Clerk will send a scroll to each scribe who is in danger of being placed on inactive statue by missing a third meeting. (Emailed Excuses for missing meetings are not allowed)

e) Those leaving the city to reside anywhere but within the city of Port Kar will be placed as inactive. 

 

6. Those put into an inactive status who have not sent word to the chairs and clerk, can remain so for 2 year's time (6 mun months) before being relegated to archive, once archived, scribes will no longer receive caste scrolls. Upon returning, a scribe who has not yet been archived will not be able to vote their first meeting back, but will again resume voting privileges at their next meeting. Any scribe returning from archived, must reapply to the caste as scribe and is subject to the same time restraints as first time scribes

 
7. A scribe in good standing may submit the name of an applicant along with the applicant's completed application to the Third Chair for review. If the Third Chair feels the applicant is acceptable they will forward to the Council. The Council has one hand (three mun days) to response with admission or refusal. In the event of refusal, written cause will be submitted to both applicant and scribe who submitted their name. 

 

8. The Caste has no jurisdiction over non-Caste matters. In the event a scribe is found guilty by an outside body, the Caste reserves the right to retain their membership or eject them. In the specific instance of guilt being a matter outside of caste business, the matter will be settled with a simple vote of the majority to retain or eject said member.

 

9. While scribes are not primarily fighters, in the event of conflict a male scribe will follow the RRaMC dice of 2D21 and female scribes will follow the RRaMC dice of 2D20.  Male Scribes who are recognized members of the Pirates Registry of Port Kar are allowed to use their earned dice, given that their dice and Pirates Registry of Port Kar registrations are on file with the Caste.

 

10. In accordance with the premise of Gor being an adult role play environment, all muns must be 18 years or older for acceptance into this Caste.

 

11. In accordance with book based information, no known Outlaw will be accepted into the caste, nor may a registered scribe retain membership in any other caste. 

 

12. Regular meetings of the Caste require a quorum consisting of at least one Chair and three members. Special committee meetings may be held, at which attendance of registered scribes is welcome in the role of observers only. 

 

13. As we are a self-governing body, the appointment of a Caste Judge must be done by a majority of the three Chairs of the Caste. Qualification for Caste Judge includes but is not limited to being a registered caste member for no fewer than one Gorean year (three mun months). No Chair of the Caste may be nominated for Caste Judge and the appointment of a Caste Judge may not exceed four Gorean years (one full mun year). 

 

14. Caste membership is limited to native Gorean free persons. In the event a registered scribe is enslaved and later furnished papers of manumission,and prove that they have re-sworn to the Homestone, they may reapply for membership starting at the application stage and are due no return of titles, achievements or appointments.

 

15. Any member holding a position on the Caste Council i.e. Caste Chairs, judge or clerk, may be removed from that position by a majority vote of

No Confidence at any time throughout his/her term. 

 

15a. Any active member of the Blue Caste may initiate a Vote of No Confidence in regards to any elected or appointed position of the Blue Caste without preamble at any Standard Scribes meeting by any active member of the caste.

 

15b. A Vote of No Confidence is differentiated from an inquest in that the inquest deals with supposed wrong doing, while No Confidence is based on how the caste members as a majority feel the position holder serves the caste.

 

15c. If a vote of no confidence is passed with a majority vote, the removal from the Council will be effective immediately and a vote to refill said position will be held immediately thereafter.

 

16. The Caste Scribe will maintain an archive of meeting minutes which will be available to all registered caste members within one hand (three mun days) of the meeting. Meetings must be taken and archived from Executive Session (Chairs only) and must be made available to the body of the Caste pending a majority vote for transparency of said meeting. 

 

17. The Caste scribe will maintain an archive of regular and special committee caste meeting minutes which will be distributed to all registered caste members within one hand (three mun days) of the meeting. 

 

17 a. An Executive Session of the Chairs may be called for one or more of the following specific reasons: legal matters, matters of personnel and matters regarding investment of caste funds. Notice of Executive Session meetings must be made known to the Caste though they are not open meetings. Minutes must be taken during and Executive Session meeting. Said minutes will not be disclosed to the caste body unless they affect a vote of No Confidence or a majority of the body of the Caste calls for disclosure. 

 

18. Any member may initiate an inquiry against any other registered member of the Caste, including the Chairs and Caste Judge.  If an inquiry is found to have merit and is initiated, then a Quorum will be convened.  The Quorum members include:  Seated Chairs, Seated Judges, Seated Consultants and Seated Clerk.   If a member of the Quorum is implicated in the inquiry or if there is a conflict of interest, then those Quorum members affected will cede their seats on the Quorum.  The Quorum will proceed without those members in attendance, and those ceded seats will remain empty.  A Ceded Seat will have no input, deliberation, or vote in the Quorum.  All Caste members are to comply with all of the Quorum's requests, provide truthful testimony, and provide any requested documentation.  (Updated 09-16-2015, placed into practice by Quorum dated February 2015.  Originating Quorum members were Celsus Bane, Decimus Larent, Jacob Deren, Creed Malice, Amirayna, Semi Grandoz and Adelaide Linton.)  The findings, decisions, judgements and punishments put forth by the Caste Quorum are final.

 

19. All Standard Scribe Caste meetings should take place in the Scribes Main Hall.

 

20. All scribes that have been absent from the caste for longer than a year, without prior notice sent to the Chairs and Judge of their extended absence will be required to meet with the current Chairs and Judge to explain their absence and lack of notice before being allowed back into the Caste. It will be by a majority vote of the Chairs and Judge whether the Scribe will be allowed back into the Caste after the meeting has commenced. Any Scribe who sends notice to the Caste Chairs and Judge properly of an impending absence, will be allowed back into the Caste upon their return but may not vote their first meeting back to allow them time to acclimate themselves to current agendas and guidelines changes."
 
The Scribe Caste Guidelines have been officially signed by Lady Angela Darq First Chair of the Caste of Scribes and adopted on the 5th day of the Third Hand of the Month of Kavars (12) in the year 10,163 CA (February 28, 2014)

Any information contained on this site is for the use of the Scribes' Caste of Port Kar only. 

 

Those with in the scribes caste, study hard and take years to master their knowledge and skills of our caste. Using any information on this site if you are not a scribe is consider ooc and/or crossing. If you are not a scribe and are caught using information obtained illegally through occ methods, the role play will be ignored. 

 

Scribe who is caught passing along this caste meeting or closed door meeting information to anyone outside of the Caste will be brought before a quorum and questioned. If found guilty, by our guidelines, the scribe will be punished appropriately which could lead to removal from the caste completely.
